SCHENECTADY, N.Y. -- The Capital Region has another lottery winner. But this time it was all about being in the right place at the right time.
Frank Costa, 65, of Latham stops on a daily bases at the Coulson's Variety News in Latham to visit the owner and play his favorite scratch off ticket. But this time Costa decided to grab a Black Pearls scratch-off ticket after seeing one woman pass it up.
Turns out, the ticker was a winner.
The New York Lottery's Gretchen Dizer awarded him with a check for $1 million.
Costa said he couldn't believe he won.
"It sat there for about an hour and I was in there talking to some people. Then I decided on the way out the ticket looked lonely. So, I took it and scratched it there. I saw under the coin which I know is an instant win, I saw jack pot but I thought my eyes were deceiving me,” said Costa.
Costa is the third Capital Region resident to score big in the lottery this year. When asked what he would do with the money, he said he has no plans to retire and will put the money into his savings.
