James Hennessey, 58, a Department of Civil Service attorney and retired NYPD officer, is charged with two counts of second-degree aggravated harassment in a joint investigation by the Albany Police Department, the Albany County District Attorney's Office, and the FBI.

Hennessey is accused of calling a residence on Winnie Street and a residence on South Pine Avenue and making harassing and racially-charged threats to the victims. Police said Hennessey used Trac Phones as well as the website BluffMyCall.com to mask the actual phone number and disguise his voice.

Albany Public Safety Spokesman James Miller said, "You know, he put a lot of fear into both those families in which he called, just by the threats and the nature of the calls that they were racially-charged. But we're thankful now at this point hopefully that both families that he targeted will feel a little bit of relief that he's been identified and been arrested."

Hennessey was arraigned in Albany City Criminal Court. The investigation is ongoing.
