ALBANY, N.Y. -- After nearly two months of deliberations, the Albany Common Council votes on Mayor Jerry Jennings' 2013 budget. Thirteen members voted in favor of the amended budget, while two abstained.

Three major components included in the amended budget are a two-and-a-half percent salary increase for more than 540 city workers. The addition of a city clerk staff member to handle cabaret licensing and parking permits and an administrative services commissioner, are also being factored into the amended budget.

The council's president says it could be the closest the council has ever come to a unanimous positive vote on the budget. But even with the close outcome, there are still financial issues looming with the spending plan hinging on a $7.8 million windfall from Governor Andrew Cuomo.

"Some of us are very concerned about getting that money. The mayor has been very good at shaking that money loose, but I don't know, it could be a major uphill battle in light of the superstorm that took place and the funding that's needed around the state," said Albany Common Council President Carolyn McLaughlin.

The council says there will be no new tax increase for city residents under their amended budget.
