NEW YORK -- Governor Cuomo says New Yorkers need to be better prepared in the event of another storm like Sandy.

In an op-ed in Thursday's New York Daily News, Cuomo wrote that he will announce the formation of three commissions. Those commissions will look at better ways for the state to prepare and respond to natural disasters, as well as critical infrastructure changes.

Sandy destroyed New York City's power grid and flooded the city's mass-transit system. Cell phone towers were also knocked out in the hardest hit areas.

Cuomo wrote that utility companies need to work together to restore power, instead of compete against one another. He also called for a team of people who can rebuild vital systems quickly.

Cuomo has said in previous news conferences that no matter the cause, climate change is a reality and that all New Yorkers need to be prepared for severe storms in the future.
