NEW YORK, N.Y. -- The New York City Board of Elections is counting the absentee and affidavit ballots cast in the 13th Congressional District primary between incumbent Charles Rangel and state Senator Adriano Espaillat.

Nearly 2,000 ballots still have to be counted.

On Wednesday, Rangel strongly defended the board's handling of last week's primary. He did not respond to specific allegations of voter suppression or intimidation.

Earlier this week, Espaillat's campaign filed court papers alleging Latino voters were wrongly turned away from the polls and bilingual election workers were replaced by ones who only spoke English.

Rangel's lead over Espaillat has fallen to at least 800 votes.
