ALBANY, N.Y. -- President Bush has signed a campus safety law named for a University at Albany student who disappeared in 1998 and was never found.

The Suzanne Lyall Campus Safety Act requires colleges and law enforcement agencies to develop procedures for investigating violent crimes.

Representative Kirsten Gillibrand, who sponsored the bill, says it's intended to minimize confusion and delays during the initial investigation of a violent felony.

Suzanne's parents, Doug and Mary Lyall of Saratoga County, pushed for the law. They also persuaded Congress in 2003 to add a provision to the nationwide "Amber Alert" law that requires local authorities to notify the National Crime Information Center immediately if someone between 18 and 21 goes missing.

Lyall's death is now considered a homicide.
