ALBANY, N.Y. -- Community leaders held a forum after a new report shows an over representation of minorities in the Capital Region's penal system.

The report shows the percentage of minorities arrested and convicted in the area is twice that of the general population and four times as many are hit with prison sentences.

People at Tuesday night's forum said it's important for law enforcement officials to recognize and stop any racial bias. Many acknowledging the solution say the problem starts at home.

"It increases the level of poverty, unemployment is increased in our neighborhoods- families are torn apart. People who have be incarcerated and on parole can't vote so they are not taking part in the community in a constructive way," said Dr. alice green, forum organizer

"There are steps to be taken, assistance to families Right through the education system to avoid introduction to the criminal justice system," said Chief Steve Krokoff.

The study looked at the criminal justice system within Schenectady, Rensselaer and Albany counties.
